The news agency "Associated Press" the official, who asked not to be named, as saying that Washington had the flexibility to menial "serious dialogue" on nuclear disarmament in North Korea.
The statements come after North Korea test-fired a new ballistic missile from a submarine.
In a first reaction to the experiment, the State Department official said, "We call on North Korea because the move away from any actions that inflame tensions in the region and focus instead on taking concrete actions to fulfill its obligations toward the international obligations."
The official pointed out that ever using ballistic missile technology violates several UN Security Council resolutions.
